Lord Robert Cecil, in an interview after tha meeting of the Council of the League of Nations, expressed the opinion that there was no doubt about the competency of the Council in the present situation. Gresce was perfectly right in invoking Articles Twelve and Fifteen Oi the League Covenant. "A certain European Premier recently said-ithat the Treaty of Versailles was a new charter for: Europe. Therefore, we cannot refuse to apply it in this case." He commented, rather strongly against the bombardment of Corfu, and added: "The League of Nations must and will do its duty.'Legal experts will to-morrow examin* the interpretations which can be placed upon the Articles invoked by Greece.
