REFRAMING THE DEBTS.
piIUS, 9th August. The "Excelsior's" Brussels correspondent understands that the Belgian Government will take the initiative in intervention between Paris and London. It ■wtll propose that France and Belgium shall only demand from Germany reparsiions for material damage. Jt is stated that Belgium will claim &XX> million gold jnarks. France is to <lraw up her own account, and submit it to Britain, "who, it is suggested, should abandon' the' inter-Allied- debts and raceivo from the Reich a "sum equal to Britain's debt to the United States. "
