LONDON, 9th August. A manifesto issued by the Transport and General Workers' Union and tlie National Union of Railwaymen foreshadows the beginning of a dual alliance of rail and road workers, and is not unlikely to mean a coming revival of the " Triple Alliance of Labour." The manifesto states that the united front of the employers can only be met by a united front of workers. Representatives of the unions will confer in London on the 18th September.
