LONDON, 9th August. The arraignment, if the term is not too strong for friendly, criticism, lias been made, and a good time for action is before the Economic Conference assembles: The prosperity of the Dominions depends mainly on the cheapening of the carriage of goods, and it is apparent that in this respect they can do much to help themselves.
