Occasionally there had been confidential copies of proposed legislation made available but as a general Tule the executive could not secure any Bills until'they were read in the House. The matter was left to the executive.
In connection with county boundaries, Wairaain (Mr. R. W. Hawke) forwarded a remit that alterations should not be made except at definite periods of five years, and that where the boundaries were altered they should extend along some road, watercourse, or other natural boundary. The mover quoted a case where a farm property had been cut in two, and the comity was left to value and administer to the back portion of the farm. The remit was eventually withdrawn and replaced by a motion asking the Government to remove the disabilities under which local bodies at present suffer. The principle of making a road a boundary was objected to on the ground thai it made dual control of the road neceueaiy, and this was undesirable.
