Mr. Witty stated that.many builders would not compete for the erection of houses financed by the Government because of the delay in the making of payments. ■Xhe^ trouble seemed, to be due to delay m the receipt of the reports of valuers Mr.. Massey replied, that, as far as he understood, the delay was not due to delays in the Advances Department, but in. the Valuation Department. There seemed to be a scarcity of competent valuers, but.he. w»uld give instructions to have Ihe matter attended to
