LONDON, 18th July. The . Cologne correspondent of "The Times,' reviewing the position of the Separatist bodies, declares that notwithstanding many recent recruits they are still a minority of the population of the Rhineland. Nevertheless, thero has been great activity. The two main bodies ar e led respectively by Herr Dorten and Herr Smeets. The former advocates separation from Prussia, but adherence to Germany; the other seeks the erection of an independent Rhenish State as a buffer between Germany and 1 ranco.
