The "Temps," in an editorial which is regarded as being officially inspired, says there is talk in both Berlin and London of a truce in the Ruhr. France will readily listen to such a proposal if Germany ceases her passive resistance. France is ready to return to her original aitention of establishing a civil administration with only sufficient military to ensure the safety of the administration. It -was only the passive resistance that made France go beyond this.
