MELBOURNE, This. Day. At the Premiers' Conference the Federal Prime Minister (Mr. . Bruce) intimated that the Commonwealth 'is unable to undertake the unification of the railways but is prepared to start on an inter-State line. The States expressed opposition, and the subject was dropped. Mr. Bruce will later negotiate •with individual^ States. The Commonwealth has decided to assume full responsibility for the lighting of harbours and the coast, and it has been intimated that cadet training will be reconsidered when the next Estimates are drawn up.
