The suggestion to conclude a convention in regard to the three-mile limit asks acceptance from the Bolsheviks of sometiling Britain possesses already, and asks the country to ignore the existence of international la\^f The offer of compensation in regard to Davison and Mrs. Harding is more in the nature of a gift than something due.
