IMPROVEMENT OF CITY BYLAWS.

Drawing attention to the two lives of young women lost last week through fire, Councillor C. H. Chapman urt;ed at to-day's special meeting of the new City Council that the city bylaws required to be altered so ap to guard against such tragedies. The need for something to be dojie was brought home to councillors by the realisation that they were responsible for the bylaws. Another tragedy in the city was the housing shortage. He referred to an instance that had come under his notice in which fourteen guineas a week was being charged for the accommodation of two adults and five children.
