The " Chicago Tribune's " Shanghai correspondent says the American, British, French, and Japanese admirals are conferring, with a view to unification of policy respecting the protection of foreign shipping on the upper Yangtse River against banditry, which for many months past had made trading along the stream extremely hazardous. Outlaws have fired upon a number of ships, including British and American. The Chinese Government seems powerless to handle the situation.
