PARIS, 21st February. A general strike has been proclaimed at Dusseldorf. Shops and other establishments, except cinemas and dancing halls, are closed. Telegraphic communication with Paris is stopped. The wires are cut. The military have been rein-
forced. The "Matin" learns that the Belgians have occupied two important mines near Dors ten, producing. annually two millions of tons of coal suitable for convereion into coke.
