"In publishing more details of the secret conference concerning French action in the event of Germany's failure to meet reparation payments, the newspapers ; emphasise the fact that the discussions are not intended to interfere with Allied solidarity. The decisions only amounted to French recommendations to the Allies for consideration in the event of the Reparation deadlock,
Mr. Poincare will see Mr. Bonar Law in London within a few days to discuss proceedings at the Brussels Economic 'Conference.
[A cablegram received yesterday stated that M. Millerand presided on Monday at a secret conference attended by M. Pomcare, Premier of France, M. Barthou, Minister' of Justice, the chief Ministers, Marshal Foch and other military chiefs. The conference discussed the action to be taken in the event of Germany's continued failure to meet the Reparation payments. It was understood that it was decided, if the Brussels' Economic Conference ended unsatisfactorily, that France would seize the occupied Rhineland provinces, expel all German -officials, and also occupy two-thirds of the Ruhr, including Essen and Bochum, in order to affect directly the interests of 'German industrialists, and to enable France to dispose of coal •and coke to which she is entitled under •the Treaty.]
