(Received 24th November, li a.m.) LAUSANNE, 23rd November. The Commission on territorial and military questions heard the Bulgarians' arguments in favour of the granting of an outlet to the Aegean. The Turks will 1 state their view to-day. The Bumanian, Bulgarian, Greek, and Jugo-Slavian delegations conferred with a view to creating a united Balkan front regarding, the status of Eastern .Thrace and the Bulgarian outlet.. Lord Curzon, expressing the Allied view, said no treaty existed supporting the Turkish claim to the right bank of the Maritza. The Powers had no right to revoke a promise contained in the Note of 23rd September. A plebiscite on tbe subject of Thrace was impossible. It would be an apple of discord constituting a real danger to Balkan peace.
