WAGES AND HOURS OF WORK

DETAILS OF THE PROVISIONS.

The Arbitration Court issued its award in the Seamen's dispute yesterday afternoon. Details of the provisions, which were briefly summarised in "Tho Post " last evening, are given below.

Monthly rates of pay are fixed as follow:—

Boatswain, £15 3s 4d; leading- A.8., £15 3s 4d; lamp-trimmer and A.8., £15 3s 4d; quartermaster, £14 3s 4d; lamptrimmer, £14 3s 4d; able seamen, £14 3s 4d; ordinary seamen;(lß years or over), £9 8s 4d; ordinary seamen (under 18 years) £8 3s 4d; donkeyman, £17 3s 4d • greasers, £16 3s 4d; firemen-greas-ers (on vessels carrying one engineer only £16 13s 4d; firemen, £16 3s 4d; oil-Vurners, £16 3s 4d; storekeepers £16 13s 4d ; storekeeper and greaser, £16 3s 4d; trimmers, £14 3s 4d; wipers, £14 3s 4d. , , Other provisions in respect of wages are that in a ship carrying three or more firemen, a fireman or a greaser shall he deemed to be a donkeyman, and shall be paid the wages of a donkeyman, and in ships in which eight or more able seamen are required by law to be earned, but on which no boatswain is carried, one of the able samen shall be paid the wage of a leading seaman. ! OVERTIME. The clauses dealing with overtime provide:— , , iil For all labour orer the hours of labour a seaman shall be entitled to overtime payment at the rate of 2s 6d per hour, except as otherwise provided in this award. The time shall count from when the seaman is called on duty, and attends until he is released from attendance, inclusive of any time standjng by. Where a seaman" is employed cleaning, chipping, and scaling inside boilers during his hours of labour, he shall be paid an extra, sum of 6d per hour, and if employed outside his hours of labour 3s per hour overtime. If such work is performed on a Sunday, he shall be paid the same rates as those paid at Wellington to waterside workers for similar work. Any member' of 'the crew called upon to work in his watch below at sea shall be paid overtime at schedule rates. Optional Overtime—lt shall be optional for any member of the crew to work overtime between 5 p.m. and 7 a.m. at the following ports, provided one-fourth of the crew, but not less than a minimum of two deck hands and one in the stokehold and engineroom department, remain on board: Sydney, Mel■bourne, Adelaide, Auckland, Wellington, Lyttelton, Dunedin, or at his home port, provided further that members of the crew who do not wish to work overtime shall give notice to. that effect to the master or officer in charge of the ship not' later than the time fixed by the local •waterside workers' award, for the commencement of the last call for labour for that day. The seamen remaining on board under the terms of this clause shall work overtime as required.' Extra payments for work on Sundays and holidays are provided for, also shifting ship in port and other port duties. The award provides, further, that jt shall be optional for members of the crew to accept time off in lieu of cash payment for overtime, the terms' being at the rate of* two and a half hours in the case of deck hands and trimmers, and two hours in the case of firemen and greas«rs, for each hour worked as overtime. HOURS OF WORK. Provisions in regard to hours of labour at sea' and in port are summarised as follow :—

In all vessels, except those navigating rivers, harbours, bays, or sounds exclusively, the' deck, engineroom,' and stokehold hands, exclusive of daymen, while''at sea shall be worked in two or three watches, and (or) four watches in the deck department only, which shall bs kept on duty successively. At sea the hours of labour for siamen shall not be more than eight a day.

When a vessel arrives In port and leaves again the same day, or when she arrives and leaves within eight hours, tho ship may, at th© option of the master, be treated as at sea.. The number of watches decided upon in each department at the commencement of any voyage shall continue while at sea. The hours of labour for daymen at sea shall be any -eight hours between 6 a.m. a-nd 5 p.m. When; at sea men on watch in the lengjine or stokehold department shall not be called upon to dp such work as scouring, polishing bright work, painting, or washing j>aint when the main engines are' working. This subclause does not, apply to daymen. On Sundays and holidays at sea the seamen shall, unless for overtime payment, be free from labour except duties in connection ■with the navigation, safety, and cleaning of the ship, washing decks and cleaning forecastle to be performed between 5 a.m. and 8 a.m. ■- Hours of labour in port for deck, en-gine-room, and stokehold hands are fixed at eight, to be worked between 7 a.m. and 5 p.n). on the six working, days of the woek. When a ship is at anchor, the master shall have the right to maintain sea watches in either or both departments as he -might deem necessary. The hours of any seaman as nighiwatchman in port shall be from 8 p.m. to 6 p.m. HOLIDAYS. Holidays are covered by the following clauses:—The seamen shall be entitled to the following holidays in port:—New Tear's Day, Good Friday, Easter Monday, -Sovereign's Birthday, Labour Day, Christmas Day, Boxing Day, and Seamen's Union. Day, the latter to be observed on the day of the New Zealand waterside workers' annual picnic. In cases in which a venae! is in a port in New Zealand on the day on whibh the waterside workers of that port actually hold thoir annual picnic, the seamen shall bs allowed the day off as the Seamen's Union Day, but only one such day shalj be allowed. All other holidays to be observed irrespective of wheraver the ship may be. If a-ship is at sea later than 8 a.m. on any of the following holidays, each seaman shall be entitled \o a day off ashore at the port where be first joined the ship within one month thereafter or to an extra day's sea-pay. The holidays are: New Year's Day, Good Friday, Easter Monday, Sovereign's' Birthday, Labour Day, Christmas Day, Boxing Day. These holidays shall be observed at sea as Sundays. Each seaman shall be entitled to be ■ absent from his ship in his home port for a time equivalent to four hours for each week he has been employed. OTHER PROVISIONS. Special provisions are made as to the cleansing of the seamen's quarters, terms of •employment and discharge, and uniform, which must be provided by Uio deck hand. A preference clause is included in the award, and permission is granted for the holding of a stop-work meeting mice a mouth at Auckland, .Wellington, Lvltelton. and Duuedin, and once a quarter at Napier. There are also provisions as to the regulation of labour, a continuous service holiday (fourteen days on full pay cadi ye.-,-), utensils, and bedding, medical benefits, etc.

The- award is to come into force on Ist, Noveni>r. 1923, and shall continue in force until 30th September, 1923.
