A time-honoured custom was revived at the Napier Borough Council meeting on Monday evening, when a pleasant little function took place. Prior to tho commencement of the ordinary business of the council, Councillor P. Aslicroft, on behfilf of the councillors, stated that it gave him great pleasure to call upon the Mayor (Sir. J. B.
