SYDNEY, sth July,;, The conference to discuss the proposed formation of.new States has terminated. »A Humbert of resolutions dealing . with, the powers of the new States and th© Commonwealth were deleted, and others were held over for a further conference dealing with Federal territories. A motion was carried aflrrming the principle that each new State should formulate its own ' constitution, which should not be altered except by consent of the . electors by refeneudium, and subject to tho sanction of the Fedfera.l Parliament.
