VICTORIAN PROGRAMME
MELBOURNE, 4th July. The State Parliament opened today. The Governor's Speech referred to the sound financial position and outlined ■legislation dealing with, land settlement, combined with immigration; and with an associated public works policy of railway 'Construction and water works, with the object of opening up new land.
