The Sydney Morning Herald states that a-Bill will be introduced during the forthcoming Parliamentary session for the purpose of reforming the industrial arbitration system and assisting to solve itheproblem of industrial unrest. It will (provide; for the establishment of shop committees and industrial councils, and will partially substitute conciliation for icompulisory arbitration. It will repeal the Board of: Trades' power to fix the basic wage for-rural workers, and will give it power to award a wage rate below the basic rate where, it is proved that an industry cannot afford to pay the ruling minimum wage.
