NEW YORK, 19fch June. Speaking at Ann Arbor, Michigan, ■Mr. C. E. Hughes (Secretary of State) said that the greatest difficulty met with in the conduct of the foreign affairs of the United States were the lies and untruthful, prejudiced and inflammatory discussions in which some of our citizens and portions of the press indulge. "The chief enemies of speace," he declared, "are those who are constantly indulging in abuse of foreign peoples and Governments." Mr. Hughes strongly advocated open diplomacy, keeping the public completely informed on all developments and abstention from secret treaties, but not open'negotiations between diplomats.
