Ho points out that under the emergency tariff tho United States trade is becoming more normal than ithat of any other nation, and "a permanent tariff would mark an even greater advance in United States trade—domestic and foreign. He said the building up of business in this cAuhtry would nbt depress the business of\ the world. "During the past four months the United States had imported through Boston sixty million pounds of wool, a seventh of tho United States

consumption. Importers were holding this in bond awaiting the passage of the j new tariff, when the rates will be lower.
