WASHINGTON, 16th March. . It is stated thai f.he Secretary of State, Mr. C. E. Hughes, will shortly despatch identical Notes . to. France, Britain, and Italy, presenting a direct claim for 240 million dollars to cover the costs of the Army of Occupation.
