Mr. Otto Khan, the hanker, in a speech, said: . "I would utilise the monetary claims of the United States against the Allied nations, and a portion of our own redundant gold holdings and every other legitimate means to' aid European stabilisation, which is indispensable if the world is to recover aii even keel. I would cancel the Allied war debts to the extent that they are war debts, not as free gifts', but in return for adequate pledges from the nations concerned, such. as will lead to the elimination or mitigation of the circumstances which'keep Europe in a turmoil;"
