RELATIONS IMPROVED AT WASHINGTON.

Reports from Tokio state that Viscount Shibusawa declared that the Washington Conference was satisfactory from the international, standpoint, but he regrets the failure to consider the. immigration question. The (fact should riot be ignored that the Conference contributed much to a reconciliation of American and,-Japanese sentiments, which were somewhat strained.
