(AOWBAUAN - NIW ZBALAHD CAILI ASSOCIATION.) WASHINGTON, 6th March. The Republicans have begnn a fight in the Senate in support of the Four-Power Pacific Treaty.' Senator New, in a speech, stated that there was not even a covert threat of force" in the treaty. It did not go beyond the principle of compulsory arbitration. As the United States for many years had been committed to arbitration as the proper means of settling international differences, the present treaty was not an infringement of traditional policies.;
