[A telegram from Winnipeg, Manitoba, said that Feter Varegin, the leader of the Doukhobors,- propssed that the whole tribe should drown children under ten years of age, together with the^aged and infirm, as a protest against exorbitant taxes. When rid pf those unable to travel, Varegin would ask his followers to abandon their farms and wander over the country preaching the coming of Christ. This was believed to be the outcome of a long conflict between the Russian Nonconfromists and the Canadian Government.]
