PREMIER'S PROPOSALS AND REPLY
BOABD TO REVIEW SETTLEMENT.

An official statement ' regarding the strike conference says' that when the conference met on 4th February the Premier (General Smuts) proposed that the men should return to work immediately on ".the best terms they could get. The Government would appoint an im-, partial board to inquire into the dispute, and the terras would be readjusted aocording to the board's report. After a fuil discussion, the federation to-day submitted final proposals, as follow : 1. The federation agrees to the resumption of operations ov the pre-strike conditions. 2. The Government shall immediately appoint an impartial board to inquire into the dispute. 3. The terms on which the operations are re-started will be subject to readjustment in a final settlement. 4. The status quo agreement shall remain in force. 5. "With, a view to avoiding similar disputes in ihe future, the federation suggests that the Government shall establish a permanent Industrial Board to co-opevate with Parliament. No agreement was arrived at, but it is understood that if new light is' thrown on the situation the Government and the parties concerned will consult again.
