M. BRIAND'S ATTITUDE

PARIS, 23rd Deeamoer.
M. Briand has conferred with M. G-uis-thau, Minister of Marine, on the question of submarine tonnage. The Matin says that Mr. Briand refuses to reduoe this service beyond what is. compatible with the security of France—a standard ■which is very far removed from the American figures. M. Briand wishes, however, that dissension on this point should not cause a deadlock in, the Hug-hes naval disarmament programme.
