CAPETOWN, 21st December., Speaking at a dinner of the South African College Union, the Minister,of Railways laid emphasis, on the serious state of the finances, which necessitated continued drastic curtailment of expenditure. It was the intention of the Government to legislate next session for the control of electric power throughout the "Union, and. also to introduce a scheme of railway development, including the complete amalgamation of the railways in the South-West Protectorate with the Union railways system.
