(Received December 23, 9£a.m.) DELHI, 21st December. , Tl^ Earl of Ronaldshay, Governor of Bengal, made an important speech, at a meeting of the Legislature in Calcutta. He said that Lord Reading's promise to receive a deputation of representative leaders had introducd a- new factor. It was generally agreed that a truce was an essential preliminary to any possible conference. If he was satisfied that the extremist leaders Were prepared to take action to this end, he was prepared to recommend the Government to take action in consonance with tho altered situation. Nothing had exasperated feeling so i^uch as the noii^co-opevators' attitude to the Prince's Visit. If the boycott was abandoned and the hartal called off, he would recommend the Gpvernmont to stay its hand as far as was compatible with public safety. If the non-co-operators cried a halt in their hostile activities, he would recommend that the pending prosecutions should be suspended, and that, those charged should be released.
