IN pursuance of the powers conferred upon it by the Municipal Corporations Act, IS2O, the' Eastbourne Borough Council hereby publicly notifies that at a Special Meeting of the Council, held on Friday, the 9th day of December, 1921, tho following Resolution was carried : — "That." the Council of the Borough of Eastbourne hereby makes and ordains (by special order), tho following bylaw under and by virtue of and in exercise and pursuance of the powers and provisions contained in 'The Municipal Corporations Act, 1920, 'The Public Works Act, 1908,' 'The Health Act,,, 1920,' 'The Public Reserves Act, 1908,' 'The Library and. Mechanics Institutes Act, 1908,"' 'The Motor Regular ;tion Act, 1908,' 'The . Fencing Act, 1908,' 'The Explosives and Dangerous Goods Act, }920,' and the several Act 9 amending the samo respectively, and of all powers and authorities contained in each and every other Act or authority in any wise enabling the Council on that behalf." The object and purport of the propose.d Bylaw is to provide for the following purposes: — ' Part I.—ln relation to penalties, fixing the maximum penalty for breach of ;.bylaws at £20. Part II. —In relation to streets, fences, posters, advertisement . hoardings, naming streets and numbering houses, encroachments, awnings, lighting and protecting obstructions, overhanging trees, crossings, surface and storm water, barbed wire. Part lII.—In relation to traffic on streets, lighting of vehicles, etc., heavy traffic (motor 'lorries, traction engines, etc.), and fixing annual fee for traction engines, £20 per annum, ' other heavy traffic at a fee at the : following annual rate: — (a) In respect of any horse-drawn 2-wheeled vehicle, £1. ■(b) In respect of any horse-drawn 4-wheeled vehiole, ±!2. (c) In respect of any mechanicallypropelled vehicle, whose carrying capacity does not exceed 5 tons, for each ton or part thereof of such carrying capacity, £1. (d) In respect' of any mechanicallypropelled vehicle, whose carrying capacity exceeds 5 tons, £5. And in addition for each ton or part thereof over 5 tons, £1. Part IV.—Nuisances, wandering stock. Part V.—Health, infectious diseases, poultry, pigs, stables, cattle, sheds, offensive trades, sale of foodstuffs, " milk, and public eating-houses. Part Vl.—ln relation to buildings and the- construction or removal thereof or alteration thereto and to tenement houses. : , . Part VII. —In relation to drainage and sanitation, including soak pits, surface drainage, cesspools, privies, etc., and removal ot, house refuse. Part VIII. —In relation to dangerous 1 goods, fixing license fee at two' pounds per annum. Part IX.—ln relation to fire prevention. Part X.—ln relation to fire escapes. .. Part Xl.—ln relation to disorderly . houses. Part XII.—In relation to Public Parks , and Reserves. Part XIII.—In relation to buildings for public meetings _ and entertainments - and fixing the license fees therefore as follows: — For any building (other than hereinafter specified)—lf seating 500 or more persons, £5; per annum. If seating less than 500 persons, £3 per annum. /' For any Billiard Room, for each billiard table therein, £1 per annum. For any Shooting Gallery or Bowline- or Skittle Alley, £1 per annum. . For any . Circus, Menagerie, or Merry-Go-Round, £1 per day. . Other Building or Enclosure, £2 per day. Part XIV.—In relation to Hawkers and Pedlars fixing license fee as follows:— For a period up to one year, £1. For a period up to six months, 10s. For a, period'up to three months, ss. ' For a period up to one month, 2s 6d. Part XV. —In relation to Bathing. Part XVI.—In relation to Ferry Service. Part XVII.—In relation to; Itinerant Tradesmen, fixing the license fee therefore at._ss per annum. Part XVIII.—In relation to Execution of. Works by Council .in default by owner. Part XIX.—In relation to Corporation Property. Part XX. —In relation to general provision as to Workmanship and Material. Part XXI.—In relation to taking Sand and Gravel from beaches. Part XXII.—In relation to proceedings at Meetings of Council. It is further publicly notified that a Special Meeting of the Council, to confirm this Bylaw will be held in the Council Chambers, Eastbdurne, on FRIDAY, the 13th day of JANUARY, 1922, at 7.30 p.m., and that a copy of the proposed Bylaw is deposited at the Offices of the Council, Ferry Wharf, Wellington, and Municipal Offices, Rimu-street, Eastbourne, and is open to the inspection of the public during office hours from the 3rd day of January, 1922, until the 13th' day of January, 1922.
