M. Viviani has returned from Washington. He is satisfied that France obtained a real diplomatic success there, the principal questions having been settled to her satisfaction. The matter of naval tonnage would, he said, undoubtedly be dealt with in London, but he thought the. questions of submarines, aviation, and asphyxiating gas could only be solved with the assistance- of the nations interested, including Get/many.
