MR. HOOVER SUSPECTS PROPAGANDA,..

WASHINGTON, Ist August. Mr. Hoover, commenting on Russia's acceptance of relief, said:—"Tho whole thing has some colour of propaganda. The widespread prevalence of disease and famine represents the fruits of this collapse." Interest attaches to the activities of Senator France in Russia. He is quoted as advocating the granting of a two thousand million dollar loan to Russia, in order to put it on ite feet economically, and believes that this credit could be arranged by means of a receivership under which the repayment of the loan would take precedence of all other obligations.
