LENIN'S ALTERED METHODS
Russia's rapid reconstruction under Lenin's new policy of co-operation with the capitalists .is assured by the self-interest of both parties, declared Leonid KYassin, Russian Soviet Minister of Commerce and Trade,' in a signed interview [riven the London correspondent of the Petit Parisien on 12tli June. He' said tho hungor of the capitalists for Russia's natural riches would obtain their aid, and the absolute need of detecting ability by the Soviets would guarantee the protection of foreign interests. He asserted that foreign purchase contracts placed in Russia amounted to £5,000,000 in Great Britain, 50,000,000 crowns in Swedon, 3,000,000,000 marks in Germany, and 10,000,000 dollars in tho United States. " But our gold reserves have a limit," he added, " and as our exports still are negligible we must resort to concessions, of which only one, that with the Sveneka Kugellager Fabrikn, has been signed, but others are pending." He said that the concession obtained by ■Washington B. Vanderlip, of California, was dependent upon tho deposit of a forfeit, which lias not yet been received.
" Soon a great international consortium will be formed, to exploit our riches," Krassin deolared, " and its aotivitics will enable the Soviets to conquer their present terrible difficulties by rostormp content in the cottages. The capitalists are assured of the Soviet's good faith, bocaus« the Soviets never have wronged those working under agreements with them, and if the Soviets are overthrown, tlieir successors certainly will bo loss radical and will protect the capitalists, but principally because the Soviets need the capitalists they would n.ot interfere or confiscate, because what they want is not machines, but the men who can make them go."
