_ MELBOURNE, This Day. The Minister of the Navy, speaking in til© House of Representatives,- explained that the Naval Department was unable to despatch a vessel every time a boat wae reported missing, as such reports were made frequently, and it would dfe■organisfci" the work of the ■training'college if three hundred men were taken away on each occasion. A boat known to be in distress was another matter. '
