Renwick writes from Berlin to the Daily Chronicle that, as the result of a tour of industrial Germany, he is convinced that it is well »within Germany's power to pay up to the extent the .Allies have fixed. Germany said she could not: deliver the coal, but nevertheless she had increased her contributions from 800,000 tons to 2,200,000 monthly, and yet the indu^ry was not suffering, and was able' to export lavishly to Holland. A vast number of workers was willing to work to enable Germany to pay the reparations. •
