In Hampton Eoads President Harding reviewed the Atlantic Fleet. Addressing the officers he Said: "I wish you might never be called on to fire a gun again. If every Government wore inspired by the same motives as oure, there would always be peace; but I would not have peace without honour and without the consciousness of America's right and the protecting of every interest."
