LORD DERBY AN ACCREDITED ENVOY

LONDON, 29th April. 1 The prospects of peace in Ireland are brighter. Lord Derby had 1 a long interview with Mr. Lloyd George, and he will go to Dublin in a few days withl ■definite proposals, and will meet De Valora. Lord Derby is profoundly impressed by the manifest desire for peace amongst leaders who have hitherto been regarded, as extreme. This opinion is confirmed by others. On hia last visit, Lord Derby was asked to bring a written offer, signed bj Mr Lloya George. This, it will be impossible to do, but he is now empowered to speak as a« accredited envoy. Mrtnv rumours are current regarding the l Government's terms of settlement. One is that the police and soldiers will be confined to, barracks during the election*, provided the Sinn Fciners undertake not to interfere with free voting by the people. Another is that a referendum will be compulsory in Ulster, every three to six years, on the question of a single Parliament and the inclusion of .Ulster.
