FRANCE AND WRANGEL
RUSSIA ACCUSED Of INGRATITUDE. (UNHID FRBSS ASSOCIATION.—CqPHIOHT.) (RBUTER'3 TBLEGRAM.) PARIS, 18th April. The French Note to General Wrangel was the outcome of the latter's refusal to accept suggestions .regarding the disposal of his troops. The Note accuses General Wrangel of ingratitude, in the face of France's financial sacrifices, amounting to two hundred million francs. It refuses to continue feeding the troops, who are leading a life of idleness, and declares that General Wrangel's aptions are a violation of international law.
