The Government Asiatic Inquiry.Commission regards the socalled Asiatic menace ,as exaggerated. It was inconceivable that'the few thousand Asiatics in the Transvaal could ever swamp the European population. The commission is unable to support a policy of repression General and compulsory segregation; would result in helotry, degrading the Asiatics and reacting on the Europeans. Compulsory repatriation was out of the question, but the .commission strongly favours nn arrangement for voluntary repatriation and also voluntary segregation under municipalities. It recommends the continuance oi the Transvaal law forbidding Asiatics to acquire land except under certain restrictions; also uniform licensing laws, empowering the municipalities to refuse licences without giving a reason, subject to appeal to a speoial board; not relaxation of the immigration laws; and the Government Asiatic policy to be administered by one official.
