The main burden of the speeches was hostility of the visit of the Prime Minister to England at the present juncture, involving, it was alleged, a hold-up of the business of the country by a long Parliamentary recess. It was held that tho Dominion should be represented at the Imperial Conference by the High Commissioner, but without power to commit the country to any line of policy. A protest was uttered against'any move ment in the direction of increased anna ments, naval or military, and it was urged that an endeavour should be mad« to link up the peoples of all countries by the bonds of peaceful trade and industry. The statement was made that the Government of Russia was the only one really striving to create a new world.
