RIGA, loth October. The armistice between Prussia, Poland, and Ukraine was signed after three weeks of verbal sparring, finishing with four days and nights' uninterrupted debate. It is not regarded as a permanent settlement, and it is generally considered to be a contrivance to avoid winter fighting. The worst feature of the treaty is the treatment of Lithuania, which is left in the lurch by the Bolsheviks at the mercy of Poland.
