HAVANA, 121.1 i October. Owing to the banking crisis, tluo Government lias declared n moratorium, which will expire on Ist December. Tho Government reserves the right to suspend the moratorium sooner, or to continue it sifter the date of expiration. It is declared that tho crisis is due to Hie largo masH of business transacted during the period of prosperity, the tightness cf the foreign markets, and the Ml in the prica of sugar.
