A Socialist Congress being held at Reggio recommends adhesion to the third Internationale, with the exclusion of anarchists and syndicalists ; and approves the Dictatorship of the Proletariat, not necessarily on Russian lines. Violence should only*be used as a la-st resource; but .there should be no collaboration with the bourgeoisie.
