Tha Evening Standard publishes a document brought from Lenin by Sylvia Pankhurst. giving the conditions on which revolutionary groups formed in Britain would be admitted to the Third Internationale. Lenin urges that the Communists should systematically remove moderate leaders from all respon-' sible positions in Labour organi|gations and replace them by Communists. Systematic propaganda should be carried out in the Army and among rural workers. This is a most vital condition to membership of the Internationale. The Communist. Party must possess iron disci- ' pline, even military discipline. A few obscure Communist groups in London, Glasgow, Birmingham, and Sheffield have accepted Lenin's conditions.
