(Received August 24, 9.30 a.m.) LONDON, 22nd August. ■ The Polish Legation announces that the riots at Katkrwitz 'were due to the Germans being elated by the Bolshevik advance on Warsaw. The Germans illtreated the. Polish population, and set fire to the quarters of the inter-Allied Commission and of the Polish Plebiscite ■ Commission. The Germans declare, that they will retake all their lost territories with the help of the Bolsheviks. PARIS, 20th August. General Leroud, the Allied commander in Upper Silesia, reports that the Kattowitz disorders were due to the extremists' belief that a Bolshevik triumph was imminent. Ho declares that the German Government, speculating on a Bolshevik success, encouraged the agitation. Tho French casualties were two killed and eight wounded.
