CAPPING DAY
AT CANTERBURY COLLEGE.

CHRISTCHURCH, 18th. June. The capping day ceremonies connected with Canterbury College were carried out to-day. The students had 'their usual procession and revels in the morning.
Mr. C. J. Parr (Minister of Education) presided at the presentation of diplomas in. the afternoon. He made a very humorous, speech, and received an excellent hearing from the undergraduates. He said he wished to stress only one serious point that afternoon. He would like to widen the avenues of usefulness of the university, and to s.eo more avenues oper for undergraduates than at present. New Zealand wanted her industries and her commence and her Civil Service officered by men of university-trained intelligence and university experience. It had been said that the country was run by a few Under-Secretaries and head 3 ofTOspartments. (Voices: "That's right!" "Quite true, Jimmy !") There might be sometruth in that. What was needed was a trained, highly-educated and experienced bureaucracy, and he hoped the time would come when the university would supply all the Civil servants of this country: (Loud applause.) The doorg of the university should be open to more students, for there were not half enough highly-educated men in the occupations he had spoken of
