PREPARING SCHEMES

FOR TOWN-PLANNING

At yesterday's meeting of the Dominion Town-planning Conference, the Chairman announced- the report of the committee on the gist of the scheme for townplanning. Provisions were included "which laid down that every borough or town district with a population of 2000 should be a town-planning area, and two or more adjoining boroughs or town districts with a total population of 2000 should be a towm-planning area. Adjacent land might be declared to form part of the area by the Government on the recommendation of the Central Commission. Any other area might be declared a town-planning area on the recommendation of the Central Commission and at the request of the local authority. Every local town-planning board shall be constituted of: (1) Representatives of the several horoughs, counties, town districts comprised in the town-planning area to be appointed by the local authorities of those districts; (2) two other persons, being ratepayers with the townplanning area, to be elected by tho ratepayers, the elections to be held at the same time as the elections of the local authorities within the area. It shall be the duty of the town-planning board to prepare a scheme on townplanning ■ lines within twelve months after the date of the establishment of such schemes to be submitted to the town-planner for his approval. Should such town-planning board fax' to prepare a scheme witEin the time, the Central Commission shall draft a scheme, and compel such Town-planning Board to carry out the same. ■It shall. be the duty of the tftwn-planner to prepare a comprehensive scheme to be submitted for the approval of the commission on such works as.the commission requires. ■■ ■ The recommendations were discussed at considerable length, doubt being expressed by some delegates as to whether the compulsory clause.s were practicable. Ultimately they were adopted without amendment.

The election of officers was deferred until a' meeting of the federation to be held within two months. ■ Mr. & Hill was elected secretary. ' ' Before adjourning, the conference decided to meet the Minister of Internal Affairs (Hon. G. J. Anderson), and arrange for a deputation from the federation.
