Professor Berriedale Keith, replying to Mr. Theodore, states that the Queensland Constitution rests on usage. In swamping the Upper House, the Aoting- ■ Governor acted unconstitutionally. Witk Tegard to the referendum, Professor Keith says that when the leases legislation ".was rejected the Government initiated the referendum, but did not proceed with it, and asks, "Is it unfair to suggest that the Government distrusted the popular verdict on this measure of repudiation ?''
